Theresa Sauer leads Beatty & Wozniak’s federal practice group, where she advises energy clients on regulatory strategy, federal land access, environmental compliance, and complex infrastructure development. With over 25 years of industry experience, she is known for devising creative solutions to the complex challenges of energy development on federal lands. Theresa has been repeatedly recognized by the Denver Business Journal as a “Top Women in Energy.”

Theresa supports both upstream and midstream clients across the development lifecycle, regularly representing companies before federal, state and county regulators, including BLM, USFS, FWS, PHMSA, and IBLA. She helps clients secure and extend permits, navigate enforcement actions, and address operational issues tied to bonding, units, APDs, and surface access.

In addition to her time with Beatty & Wozniak, Theresa also served as in-house counsel for one of the largest shale producers in the U.S., supporting operations in Texas and Wyoming. In that role, she advised on a wide range of matters, including risk assessments, NEPA compliance, royalty disputes, and landowner and service agreements. Earlier in her career, she served as a hearings officer for the Colorado Oil & Gas Conservation Commission (now the Energy and Carbon Management Commission), clerked for the U.S. District Court for the District of Colorado, and worked in policy and public affairs roles for both the BLM and the Colorado Governor’s office.

Theresa lives in Colorado with her husband, two young daughters who enjoy dancing and skiing, and two bernedoodles. When she’s not working with clients or agencies, she’s a self-proclaimed “wannabe mountain biker.”
